A quick web search shows that you can find them at 911-Gear...

...but you'd have to show them proof of employment with a Law Enforcement/Security/EMS agency to buy one.

I'm guessing that they generally aren't meant to be used by civilians, but you might be able to find something at one of those "spy-type" stores.
