  1. the formal term for this is site location study, and most new businesses of all types and sizes conduct one in some form or another before opening a business.

    if you search on the term, you will get many hits, but you will have to search a bit for a case study. You might be better off with a college textbook.

    I am assuming because you use the word "plant" that you are referring to a manufacturing operation. The first consideration is the available of raw materials used in manufacturing and the availability of of a transportation system to ship the finished goods. When the US used to be a manufacturing country, the steel industry grew in cities like pittsburgh because the coal to run the furnaces and coke ovens was readily available in that part of the country, as were the many rivers for transporting (cheaply) both the raw materials and the finished steel. Textile industry in the south because that's where the cotton grows.

    Also important are the tax rates, which vary widely across areas-corporate taxes cost big companies miliions of dollars. Some regions in an attempt to attract new business offer lucrative tax breaks to companies.

    Next, the availablity of a good location at a good price, labor costs and the availability of a suitable work force, quality of life for employees (housing, schools, etc) and many others-this is just a start. Hope it helps.
