If you already have a plan, you can try finding cheap new or used phones on ebay.  I've gotten a used phone from there before and it worked great. You just have to be a smart buyer.  If you don't have a plan you will have to shop around at different carriers.  You can still use a phone from ebay or something to start a line too or if you know someone that has a phone they don't use anymore.

The cheapest carrier out right now is T-Mobile. And if you go into an asian town, and find asian cell phone stores, most likely you can bargain with them like what i did! Once you go in a store, act cooly and ask for the price of the cell phone you want. Then say that you saw another place for cheaper. Then walk toward the door and they'll most likely stop you (dont want to loose you) and give you an incredible price. The store where i got my cell phone gave us 500 dollars in credits to spend toward our Family plan.
