Im not sure if you are being serious but this story has some elements to it that seem fishy.

I am no zoologist, but if otters had the ability to learn how to talk, why do we not hear more about talking otters? Ive heard of walruses learning to mimic human speach. They have similar vocal cords as humans, but not otters. We have also heard of Gorillas learning sign language.

Also, If he remembered his past life, how come he couldnt remember how to talk?

The other fishy thing about this is I have to wonder if an otter has the capability of holding so many memories. Some animals (not sure about otters) dont have long term memories.

Again, Im not a zoologist, and I can not say this story is false, just that is sounds fishy.

Are you sure you have got this tale right? Was the man an otter in his past life, or was the otter a man in his past life? You seem to say the latter. But how can an otter communicate to anyone what it remembers of its past life?

Otters can only squeak. Talking otters, especially those that use 1920's slang, are pretty rare.
