No, you can't get it over the net. This would stop any confidentiality regarding your tax affairs.

Did you not have a Tax Return or statement with it on? If not, maybe your accountant has it? I assume you are self employed or have complicated PAYE tax affairs, and are actually registered for self-assessment? If you are, you can contact tax office, quoting your National Insurance number, or your name and address. Staff may not give you the information over the phone - I wouldn't have - but will send it to you by post.

If you are talking about a UTR for the CIS Construction Industry Scheme you need to speak to HMRC.
