Where can i find steak tartare in new orleans?

Either Delmonico's (Emeril's) or Ralph's on City Park (a Brennan family restaurant).  Sometimes it's on the menu, sometimes not.  But if you tip the Maitre de and have a girlfriend with a nice rack ask demurely, you can have it made especially for you at either place.
