Where can i find vinegar with 9%-10% strength?

I'm looking for vinegar to pickle some peppers but I need stronger vinegar than the regular 5% you find at Safeway, ideally at about 9%-10%. Also, if you happen to know, are there any special preservatives that need to be added for the pickles to last over the winter?

Use a pickling or malt vinegar from your store and add pickling spice to your pickles.You get Pickling spice from your spice dept.You can also add Chilli,but I don't like my pickles too hot.
