I live in California in San Bernardino County. Here are a few examples of what i'm asking about: VC23152 or PC11377(A) or HS11550(A) : I hope this is enough information to get the answers i am seeking, thanks to all in advance for any any help i may recieve on this subject!!!

Your listed codes are simply CA criminal violation:  DUI.. VC23152, possession of meth or PCP... H&S 11377, and misdemeanor being under the influence of narcotics in public....H&S11550.  These are all available in any CA penal code.  See:http://www.leginfo.ca.gov/calaw.html

BTW, H & S stands for Health and Safety Code... usually drugs.
