Where can i get/Do Sun Vectors ?

Please.. somebody tell me where to get tutorials on how to make sun vectors using photofiltre or atleast where to get them! btw.. i would also like to know how to outline your image using photofiltre..!

Well i am not quite sure about the vectors on photofiltre but i do no how to out line your pic. You need to use the polygon lasso tool and outline your picture then u click on stroke and pick you size and color and boom your pic is outlined and lookinq nice.
