I would suggest you head for the Bazar del Sábado on Saturday morning in the San Angel section of Mexico City.  You will probable find many, many  paintings to fall in love with.  You'll negotiate with the artist that created to picture.  Their time spent creating art is not free, but you can offer half of what they are asking and compromise somewhere in between. I bought an oil painting there and had the artist remove it from the frame and backing so I could roll it up and carry it on the plane.
