to get a liscence you have to have an issue such as pain or make up that you have pain or other such issues and then go to your doctor say you have the issue then get meds dont take em unless you wanna do this a couple times then go to a cannabis doctor and say you've tried all these other medications but when you get high it helps the situation

I don't know what you mean by a license, but if you need it for medical reasons, docs can prescribe it in a number of states (cancer is the predominant case as well as anorexia).  California being one.  Hard to find the right doc and there will still be limits on possession.  In Oregon, anything under 4 ounces is a misdemeanor.
