Where can i get a user guide to my cable and wireless cwd 1800?

I cant get a dial tone even though its plugged in to the phone socket and my old phone worked fine. its really annoying.

Does work anywhere else ?

Most phones should work with no special settings to hear the tone, as long as the base and the handset can talk to each other.

Can you page from the base to the handset ?

Did you try changing the Phone line cable on the base ?
