You like acting? Great. First off, do you have experience, you didn't say. If not why not try joining a community theater or take some classes either at school or outside of. Getting an agent is hard. That's not very uplifting I know. But that's the truth, but the cool thing is PERSEVERANCE. It can get you far. Once you gain experience you can build up your resume and then get headshots [some agencies require professional, some don't] But if an agency asks you to pay up front, DO NOT. It's not required.

Once you land an agent you can tell them what kind of projects you're interested in. It's gonna be hard but I think it'll be worth the hard work.

Try getting some classes and experience. Also, research for agents that have connections with Disney Channel. In the meantime, an actor who also works for Disney has a blog website for aspiring actors to do not have agents. It has all the information you need if you would like to submit for acting roles for Disney Channel, as well as information on how your resume should look, and the addresses to send them to for certain Disney Channel movies/tv shows you would like to audition for.
