MAC powerpoint eye pencils are really great I definitely recomennd those, another option is Make up for Ever Aqua Eyes (those come in so many colors)

urban decay has eyeliner that glides in any color  but if your looking for something cheaper

try wal*mart

Any drug store brand carries eyeliners in bright colors usually, like covergirl.  But just get a small brush, wet it and use any of your eye shadows as a liner.  You get great color and double duty out of your product.
