National Rail offers many services for individuals in wheelchairs to make their travel easier and more comfortable.  You can read up on what they offer here: http://nationalrail.co.uk/passenger_serv...  As you likely know, there are several trains from Keighley to Blackpool daily.  To make this option more affordable I would recommend buying your tickets online and at least a week in advance.  But the farther in advance you buy your tickets the better!

Have you tried the British Red Cross transport and escort service. it is good especially for people in wheelchairs.
