Petco, because Petsmart doesn't carry Garter snakes or you can try your local pet store.

I recommend your local pet store because they tend to take care of the snakes much better then stores like Petco or Petsmart, that means a more healthy and happier snake that won't bit you.

Walk out your front door to any vacant field with some water nearby & start looking. Ray Charles could find garter snakes.
