Any store but Wal-mart and alike.  Try Old Navy.  None of their clothes fit me right.  They should fit you.  :)

I'm skinny and tall too :)  I've tried everything; AE, Abercrombie, Old Navy---- but if you're willing to spend a little extra money, I found that True Religions fit like a glove.  I'm normally a size 00, or smaller than that, but my size 24's are amazing.  They're a little short (they only have 32'' inseams) but still, I think you'd really like them.

Also, even though I haven't personally tried these yet, I've heard that Rock and Republics are awesome for skinny people, too.  They're pretty expensive, though.

And, if you're just looking for shorts, then you can shop in the children sections at Nordstroms or Macys.  That way, the pants won't be too short, but they'll fit perfectly on your legs and waist.

online search at Shopping sites or even eBay for your size with a "T" after the number (no spaces). You might also want to enter "skinny fit" in your search field.
