Where can i get glow paint in California?

I'm not sure what kind of paint you are looking for, but try www.nasco.com or www.discountschoolsupply.com

Those are good places for children's arts and crafts and they have a larger selection than michael's.  You might find what you need there.  You might want to try face paint, or even the halloween makeup kind of stuff.
