  1. It can be cultured, but is kinda hard. Once it is cultured it is hard to tell if it is actually infusion or bacteria that can kill your baby fish! The sure fire way to get infusion into your tank is to put in a java fern or other live plant.Java fern do not need light, so if it does not a florescent light you can still have a java fern, if you do have a florescent light then get any live plant and infusion will grow.;)

  2. You can culture infusoria from any kind of vegetation.  It doesn't just grow in plain water, although if you are growing food for baby fish, you can grow green water in your windowsill.  Just put some old, dirty fish tank water in the sunlight on your windowsill and when it turns green, it's full of free floating algae which is a great food for tiny fry.

For infusoria you have to use clean water and put in some boiled spinach or lettuce leaves or potato peelings or something like that.  Let them sit for a week or so and then take some of the water out and put it into your fish tank for the fry.  You have to make sure that the vegetation is not moldy though.  If it gets moldy, then you have failed to grow the right thing and have to throw it out and try again.  Really, if you have live plants in your tank and it's an established tank, there should be infusoria growing in it already.  Growing green water is a lot easier.
