Where can i get low lights for my hair?!?

ive highlighted my hair in the past plenty of times but last summer i dyed it completely brown now i wanted to get low lights for my hair. i went to walmart and couldn't find exactly what i was looking for. Do you have to go to a salon to get it done or is there something i might have missed i could buy
