Any tint shop, or speed shop.  I would suggest against it.  Modifying your car lighting is illegal and you will definately be pulled over.  But the best was is to wither but tail light covers/blackouts, or there is some spray that will add tint to your car lights, or there is a company that makes headlight film in many colors (such as yellow) that you buy a sheet, cut and apply it yourself.  This is what the track racers do!
