American Apparel has bright colored jeans but you could get white jeans and buy neon dye. Its fun to do, but the stitches might not dye

American Apparel is going to over 35 but you can find white skinny jeans at forever 21 under 35 dollars and dye them

try tjmax or a store similar to that in your area, they have name brand stuff its jut much cheaper than the acual shops.

I have never seen neon jeans, but I recommend buying a white or light wash jean and dying it yourself. It's cheap to do, and that way you can determine the intensity of the color.
