They are sold majoritaly in France, but there are a few in the U.S. I have seen a few in Tennessee. So, you may want to check the area for a seller.

They are available at almost all Mercedes dealerships in Canada, so I'm guessing you're asking from the US.

There's a few places you can find them (the link below lists them).  Good luck and good choice - I've driven one before and - wow! - awesome car!  You'll love the amazingly positive looks you'll get (I got so many "thumbs up" from people just by driving around town - it was crazy!) and you'll LOVE it at the gas pumps.  Not the best performing car, but it's still good on the highway for relatively short trips (it is pushing it pretty hard at 70 mph), and it's way bigger inside than it looks.  It's also super safe!  I know the size seems to say otherwise but check out this second link that includes topics regarding the safety.

I dont know, and I would not want one of them, yes they are good on gas, however if you get in an accident, they have a lower survivability rate then a mini cooper. I think if you look it up on google though, you can find the manufacturer, and then just go down to the local dealer of that company and check to see if they'll ship you one :)
