Where can i get photo i.d. other than D.L. or passport. in uk.

You can get a proof of age card. There usually found in the shops that sell achohol like Jacksons/sainsbury's or Tesco's or ASDA might have them.

Citizencard can prove your over 16 or 18 or 21 and is ligitiment because your doc (teacher ect) has to sign a form to say he/she knows and is willing to say you are.

Check with your local Motor Vehicle office (or whoever handles drivers licenses in your area). Here in the US you can also get a state issued Non-Drivers ID Card, so I'd imagine that the UK Motor Vehicle office does something similar or can point you to who does.
