May not be stencils but you can use your imagination  by using a combo of the links below or free hand  parts using a basic stencil at bottom:

I'm assuming you're talking about the floral/viny bits that are white on the walls?  I think that might be wallpaper.  I've seen that done with wallpaper before anyway.  I don't know if that helps...

MAKE THEM! Go get some stencil paper. Get an artistic person to draw them, cut them out with a craft knife, get some stencil paint and hey presto.... some stencils at like 1/10th of the cost of buying some.

You could try emailing the editor of the mag and attaching that photo.  They will be able to tell you were they get everything, as they are advertising it for a reason.  Good Luck!

Your other option is similar to the about.com one: just find a picture you'd like to stencil and cut it out from a piece of paper yourself. print it on photo paper for a thicker, more reusable stencil, tape it on the wall, and spray/paint away!
