you can't get the rights to the phantom of the opera.  you can contact the distributing company or record label and ask if you can have permission to use the music that is used in the phantom of the opera, but they wont give you the rights.  the rihgts means that you get all the money for it.  if yo uare getting money for it, then you will definitely have to pay them to use that music.

The performance rights (which is what I assume you mean) for Phantom are not available.  The show is doing too well with all its professional productions (Broadway, West End, various tours around the world) for amateur rights to be released.
