this is known as an animated gif. you can download an image editor for free like the gimp with which you can make your own animation.

these images use layers that are displayed in order then "played" again in a continuous loop.

each layer represents a frame in the animation.

very simplified tutorial:

create a new image

copy and paste your source images into new layers

save the image as image_name_here.gif

Adobe Flash (formerly Macromedia Flash) would be what I would use. Sometimes other programs will allow you to create Flash animations as well.
