The university of michigan is the best college in michigan and one of the best public universities in the nation. I believe an ACT score of 28 is not too good for that college. I would retake it and aim for at least 30. Your gpa, on the other hand, depends on the toughness of your school and your classes. 3.5 is reasonable for a really competitive school, but not too great for a normal school. I would say with your current credentials (excluding your extra-curricular activities, essay, and teachers recommendation), you have a 15% chance of getting accepted.
