craigslist.com go there and look under services/computer you can find someone who is local who is probably just starting out and will charge a modest rate or you may be able to negotiate a rate. good luck

I'm a great web designer, and my designs aren't cheap. I value my work. A talented web designer would be a fool to offer their work for any less than what its worth. Web design is hard work. It takes time, and is very strenuous. The cheapest way to have a good website is to learn web design yourself, its what I did, and I am very talented at what I do. There are however, websites that offer templates. By the way, I'm just a kid myself (15), and I learned very quickly that learning web design could help you earn a nice chunk of cash.
