If you mean where can you learn about flying, you can do that easily on the Internet.  You don't need a license to look things up.

You can also take flight lessons in a real without a license, at any age, provided that you have an instructor with you.

And you can use desktop flight simulation software to learn about controlling aircraft and other flying-related things.

If you mean where can you fly a real airplane on your own without a license, the answer is almost nowhere, for most types of aircraft.  In the United States, you need a license to fly just about any aircraft except certain ultralight aircraft. However, it's legal for you to fly an aircraft in most cases as long as you have a licensed pilot in the cockpit with you.
