you can go to the Technology and Livelihood Research Institute (TLRC) and enroll in their organic fertilizer-making course,..... or go to your town's waste management department to learn basic composting, you can do apprentice work with them; they do it in the town of Marikina and other towns in Bulacan.

search the internet for composting techniques.  You really have to start with organic matter and allow it to decompose.  you can enrich the decomposition process by adding inorganic compounds that carry various nutrients to the decomposition process.
