  1. You are looking for a missing person. Why are you going to look for that person in the deceased list? Have you proof he/she is dead? NCSO will have a database of death certificates BUT what if the person you are looking for is listed as a John Doe or Jane Doe? I feel you will be looking for a needle in a haystack.

NCSO is your best  bet but I if you do not have the exact name, I doubt if they could be of much help.

  2. If you are in the US, I recommend that contact the Embassy of the Philippines in Washington, DC.  the e-mail address is below; you may write a narrative of the information you have and include a scan of the photograph.

    1600 Massachusetts Avenue NW

    Washington, D.C. 20036

    Telephone No: (202) 467-9300

    Fax No: (202) 467-9417

    Email:  consular@philippineembassy-usa.org

    Website: www.philippineembassy-usa.org

    Ambassador: H.E. Willy C. Gaa

    Consul General: Domingo P. Nolasco

  3. Contact the Philippines National Statistic Office... they have all the records of death, marriage and live births original certificates. You maybe ask to pay for a fee... but if you have the correct name and address or partial address of the missing person.... they'll be able to help you. Here's the website http://www.census.gov.ph/data/civilreg/i...

or try and give them a call..... All the best and hope this may help.
