Make a flyers and bring to coffee shops, nail salons, beauty parlors and every where moms would hang out. That is how I found my babysitter ;-)

I put an ad on nannys4hire.com. I really liked this website because you can create your own profile and search for families that you like. Also put an ad in the newspaper and on any local website you have. Even pass around a flyer around your neighborhood saying your pricing and availability. I did this and I got 15 calls that same day. You just need to get your name out there. When you babysit for a family and do a good job, they will tell their friends and then you will get lots of jobs, by word of mouth.

You may want to try your local Yahoo Groups.  In many areas there are "Mom" groups.  If so, you can post a listing to the group.
