Yes, Pichu can be recruited. You have to find them though. They can be found at the Amp Plains on floors 9 or 10, or at the Far Amp Plains on floors 1-4. Pichu is one of the harder Pokemon to find and recruit, but it's more of a guarantee than trying to hatch an Egg or doing missions with Pichu as the client. If you have a Friend Bow, and if you can get the Fast Friend IQ Skill, that will increase your chances of recruiting a Pichu if you find one. Hope this helps. Good Luck recruiting.
