When renting a PWC you will usually have two choices. If you do not complete a PWC Certification course in advance you will be restricted to a specific limited riding area under the supervision of the rental agency. If you complete a PWC Certification Course (a/k/a Jetski License) you should be able to get the keys and take the ski further out without supervision. Go to Jossy Piers, you can rent skates and skis there, They got tons of sporting equipment.  Thats your best bet, in Brooklyn.
