Where can i report a person or a website

the website is based in japan and is selling something but when u send the payment,he wont send u the item/s, where can i report this,preferably a japanese site helping victims of scam sites

It is best you report it to the police. They have a special unit that tracks these scam sites. Provide them with all the info and they will take up the case. This is a serious matter and the police has to be involved.

Any japanese site won't help such crime victims. Go police anyway for tax deduction and/or insurance payment  but  money won't come back simply even if  the criminal is discovered.

Japanese people do not have time for trivial things like your feelings. If you were Japanese you might have some recourse - as a foreigner? Dream on.
