Try this site:  http://myp2p.eu/index.php?part=home (you don't need to be a member or sign up). Click on the Live Sports tab and then go to "Other". Rugby is listed there. I've seen Toulon matches up there in the past. The forums usually accept requests and post upcoming schedules. Direct links to the games aren't posted until maybe half a day before the game. Oh, and you'll need sopcast installed to view the links (just google sopcast download)

For downloads, try a site called http://www.diwana.org/  they have a good range of international and provisional matches, plus you can request there too, although no guarantees. You may need to register at the forum related site too before you can download (www.acrossthetasman.com), but there isn't any cost involved.
