Ya- but it is always good to bargain...you will find taxi stands as soon soon as you get down from bus at Chandigarh sector 17 bus stand.

Although you asked about SUV travel but there are tourists push back seat buses which are available from both Mohali and Chandigarh.

You can get taxi from stands...no problem.

I don't know of any rental agency. But to get to Manali just go to any local travel agency in Chandighar. Be prepared to pay anywhere between 2500 to 4000 Rs with a driver. Don't be afraid to bargain and try to get other travelers together to share the costs. Have fun!
