  1. Have to go to your state environmental agency and the EPA for authorization to be a registered hazardous waste handler.

  2. If you're in the US, it's usually your State Environmental Office.  They will have a Hazardous Waste program.  For example, in Illinois, this looks right:

    http://www.epa.state.il.us/small-busines...

    and here's the form:

    http://www.epa.state.il.us/land/regulato...

You probably should call the State Hazardous Waste Office and talk to them about exactly what you want to do,  It's not just filling out a form, you need to meet qualification requirements.

If you're not in the US, I have no clue.

  3. Please expand on what your company's precise role is or will be as a hazardous waste (HW) "handler". Per RCRA (Resource Conservation and Recovery Act), you can be a HW generator (with 3 sub categories), a HW transporter, a HW transfer facility, and/or a HW treatment, storage or disposal facility (requires a permit). All of the above except for one category of generator requires "registration"; i.e., obtaining a US EPA ID number for your facility.

Many jurisdictions (state and/or local) also have additional registration requirements and associated fees/taxes.

You may obtain a US EPA ID number from the state environmental agency that has jurisdiction over your facility; e.g., if your facility is located in Florida, contact the Florida Department of Environmental Protection.
