Where can my little sister watch cartoons online?

my litter sister is 4 years old and wants to watch her shows like dora or dragon tales but the only things i can find are the things on youtube.com that are not for little kids. and i have tried pbskids.org and nickjr.com but all they have are games that she doesn't want to play.plus i don't think she really knows how to play them.

for videos i use nickjr.com and for games i use fisherprice.com the games might be too easy for her though
