In Chicago IL I would try the Chinatown or Asian area and find a Chinese herbalist, they will sell whole roots or tablets, even ginseng tonics in bottles.

Here in Toronto ON Canada, I have a large selection of places, if they are not able to service you, you can purchase it over the internet.
