Where can one go without US visa?

From Dominican Republic, where can one travel to without US visa? She does have a passport.

Can she go to Costa Rica?

    If she is from the Dominican Republic, she will need a visa for everything. I don't understand the relation with a USA visa, does she has a USA citizenchip?

The need for a visa is determined by the country you are traveling to, not the one you are coming from.  There are several ways to find out whether visas are necessary.  One is to talk to a travel agent, since they have to be aware of the requirements.  Another is to contact the embassy of the country you are thinking of traveling to.  If the country has a website, that information is often posted there as well.

  3. Best way to know which country you can go to, is going online and doing some research. For example ,just type in, "Entry Requirements to Costa Rica for DR residents". This will tell you exactly what the requirements are. You can research many countries this way. Try this website, theres alot of info in there.

I don't think you, or other people, even KNOW what a VISA is.  That is the STAMP they put on your passport in the space marked VISAS when you go through immigration in the country you are entering.  If your country and that country are signatory to the VISA WAIVER PROGRAM... it's just a simple formality... if BOTH countries are not signatories... the you will be DEPORTED back to where you came from.

  5. 1) A US visa only has to do with the US, no where else in the world. (ie: a US visa wouldn't allow the person to go anywhere except the US).

    2) There are a lot of countries (neighboring Caribbean nations, Central and South American nations, Philippines, ..) where it is not required for Dominicans to have a visa.

  6. You don't need a passport for Puerto Rico if from the U.S. because it's a territory controlled by the US gov't.

    It all depends on what country the person is a citizen of. There are different laws concerning US citizens. If there is an agreement between the home country and wherever they go they may not need a passport. Best bet is to check the gov't website of the country she is a citizen of.
