  1. They have a special disposal in New Mexico near Hobbs. It is a very deep salt mine . eventually the salt migrates back around the waste..

Deep underground depositories in geologically stable areas is the best idea.  Using a glassification process to make wastes even more stable and less likely to leak into the soil or water table is also desirable.  The problem is NIMBY.  "not in my back yard".  No one wants the wastes anywhere near their home, not in their state or preferably any surrounding state.  And they will go to court to prevent it.  They also don't want nuclear materials transported anywhere near their state either.  All of this has made safe storage of nuclear materials impossible and such wastes are still being stored on site.  Only the French are operating plants to process wastes and extract the useful remaining radioactives for further use.

  4. They can't just "dump" it. It has to be stored in a safe way, and in a safe place, for thousands of years. Yucca mountain, in Nevada, is at present the only licensed facility for such storage, AFIK.
