Where can u find a water pokemon in pokemon sapphire before you have any rods and after you have surf?

okay. well i was recently visiting back to pokemon sapphire, and i need a water pokemon to learn surf. but i cant find any water pokemon. and then when i was trying to get one of the rods, the only one i could get to was the old rod. then when i went to go to the boat man to take me to the island where you get flash. and he wasn't there. so i cant get to the old rod. does anyone know where i can get a water pokemon. without surf. and without and rods?

Zigzagoon and Lotad can learn Surf, I think. Teach either Surf, then use it and swim around until you encounter a Tentacool. Pelipper can learn Surf too, actually.

I think you can also find Marill somewhere too... if you're looking for a good Water-type to add to your team full time might I suggest a Milotic? They're a pain in the neck to get but they're really good.
