I would think that the city government should have a copy. If that is not the case then I would suggest checking with a city historical society or the library. I am researching the history of the county I live in for a book that I am writing and the historical society and library have been wonderful sources of information.

If al else fails you might also want to try finding any city officials that might still be alive from that time and asking them.
