I do not believe that any cruise line would have a sailing just for swingers.  However, you can make your own group and sail on which ever cruise line you choose.  It's called an affinity group cruise.  

And with group rates you will be able to also get some aminities also like a private cocktail party or on board credits.  A travel agent would be able to assist you and make your swingers cruise come to life!

My Aunt and her family were on a Carnival cruise last year and they came back with some STORIES!  Turns out they were on the same deck with a HUGE group of swingers!  There were pictures on the stateroom doors, etc. and her delicate sensibliities were offended!  We thought it was great because she is too stuffy anyway.

So in any case, I know Carnival has done them in the past.

There are nudist cruises arranged by Bare Necessities, but I don't believe there has ever been a swingers cruise.  

My wife and I play, but honestly, that's not the kind of publicity a cruise line wants.
