it depends on what they are. Some medals are best sold to collectors and on line auctions are best, even though I am not a big fan of ebay. That way the buyer finds you and you don't have to go looking for them. A pawn shop is always out of the question when it comes to collectibles and I don't even trust them with giving a fair shake with silver or gold bullion. Try a couple of coin dealers for they will pay a small percentage less, than the spot price of silver, on the day you sell them. You can also try a couple of jewelers.
