You can either migrate it or surf along the waters from sunnyshore city till you get to the Victory road intrance. Its in those waters. Its really really rare though so finding one is hard. To do this it is true that you must beat the elite four first and have obtained the National pokedex.

You have to go to the pokemon league and go into the cave where the guy was. From there surf around you have a 10# chance.

in pokemon diamond you need the national dext and then you can find it around the pokemon league. hope its the same

after getting the national dex lapras can be found in the water from sunnyshore city to the pokemon leage
