5MW is indeed the highest power one can legally have in the US sans license. It's also the most a beginner should have. If you want cheap, check out DealExtreme. It's all fresh off the boat Chinese stuff and looks it, though, so BE CAREFUL. If you're in doubt of whether you're ready to use a certain laser product, then please don't buy it. Also, if you buy something above 5MW, don't baww if customs gets a new toy.

GREEN 5MW. Yes, it's really green, not a generic red one. 17$, and New Wish is better than some Chinese brands for sure.

Also, the more powerful ones cost pennies more, but those things lack safety interlocks and other FCC-mandated quipment, so I'd use caution.
