I once saw a bird vendor when the car was in a traffic jam but I want a place that is mostly permanent with a little variety of birds (I can do with one variety also).

That would depend on the species and on the prices of the store.  The only way to find this out would be to contact individual bird sellers and ask them.  This is like asking how much a sandwich costs in Timbuktu.
